REGULATIONS

This Guide will assist you in locating the Code of California Regulations and in

understanding how the code is created and organized. The guide can be used by

those conducting research into the Code of California Regulations or

Administrative Code.

Code of California Regulations

The California Code of Regulations (“CCR”), or Administrative Law, is comprised of

rules and regulations created by state agencies such as the Department of Motor Vehicles,

Department of Health, and the California Department of Education. The regulations are as

enforceable as statutes passed by the state Legislature.



The CCR can be found online at the California Office of Administrative Law. You may

also find the CCR at county law libraries, state depository libraries, and most County Clerk’s

Offices. When viewing the CCR online, you may search by keyword, browse the titles of the

code, or search for a specific title and section. A citation for a code is given as “17 CCR 45.” The

first number indicates the title, and the second, the section. The code is composed of the

following twenty-eight (28) titles.

*Title 24 is maintained by the Building Standards Commission, not by the Office of

Administrative Law, and is not included in the on-line CCR or printed CCR. To locate a copy of

Title 24, contact the Building Standards Commission.
